What does a JPG to PDF converter do?
A JPG to PDF converter places one or more images onto PDF pages and saves them as a single document. Each image becomes its own page, in the order shown in the list. Despite the name, this tool also accepts PNG, WebP, GIF and BMP files.
It is the quickest way to turn phone photos of paperwork, such as receipts, ID cards, handwritten notes or signed forms, into one file that upload portals and email recipients expect. The PDF is built in your browser, so the photos are never uploaded.
Page size, orientation and margin options
Fit to image makes each page exactly the size of its picture: one image pixel becomes one PDF point (1/72 inch), plus the chosen margin on every side. A4 and US Letter put each image on a standard page, scaled to fit inside the margins with its proportions kept, and centred.

One thing to know about Fit to image: a 4000 × 3000 pixel photo becomes a page of 4000 × 3000 points, which is about 55.6 × 41.7 inches. It looks fine on screen because viewers zoom to fit, but it prints awkwardly. Choose A4 or Letter if the PDF will be printed.
Worked example: three phone photos of a rental agreement
You photograph three pages of an agreement in portrait. Each photo is 3024 × 4032 pixels, a common 12-megapixel size. You choose A4, Auto orientation and a Small margin:
- The photos are taller than wide, so the pages stay portrait: 595.28 × 841.89 pt.
- Space inside a 20 pt margin: 555.28 × 801.89 pt.
- Scale = the smaller of 555.28 ÷ 3024 (0.1836) and 801.89 ÷ 4032 (0.1989), so 0.1836. Width is the limiting side.
- Each photo is drawn at 555.3 × 740.4 pt, about 195.9 × 261.2 mm, centred with extra white space above and below.
- The 3024 pixels span 7.71 inches, which works out to roughly 392 pixels per inch on paper, more than sharp enough to print.
You get a 3-page PDF. The photos are not downscaled (they are saved again as JPEG at 92% quality), so expect the PDF to weigh roughly what the photos did together. If that is too large for an upload, resize the photos first or compress the finished PDF.
Tips for a better PDF from photos
- The list order is the page order. Use the arrows to arrange images before clicking Create PDF.
- Crop photos so the paper fills the frame. Table edges and shadows around a document end up in the PDF too.
- Mixed portrait and landscape images work well with Auto: each page turns to suit its image.
- For uploads with a size cap, reduce photos to around 1600 pixels on the long side before converting. That is still readable for most documents.
- iPhone HEIC photos are not supported. Set Settings, Camera, Formats to Most Compatible so new photos save as JPG, or export existing ones as JPG first.

How do I convert multiple JPGs into one PDF?
Select all the images at once (hold Ctrl or Cmd on a computer, or tap several on a phone), or add them in batches with Add more files. Each image becomes one page. Arrange them, then click Create PDF.
How do I convert JPG to PDF on iPhone or Android?
Open this page in Safari or Chrome, tap Select images and pick photos from your gallery or Files app. The PDF is created on the phone and saved to your downloads.
Will converting JPG to PDF reduce image quality?
Only slightly, if at all. JPG, WebP, GIF and BMP images are saved again as JPEG at 92% quality at their full pixel size, which is usually hard to tell apart from the original. PNG files go in without re-encoding. Choosing A4 or Letter changes the printed size, not the number of pixels.
Can I make a PDF under 200 KB from photos?
There is no size target setting in this tool. Shrink or resize the photos first, then convert them, or run the finished PDF through a PDF compressor. One or two resized photos can usually fit under 200 KB; many full-size photos will not.
